- 1). Check the Meyer lemon's growing location. Meyer lemons require at least eight hours of full natural or artificial light every day, and they won't grow or bloom without the right amount of light exposure. Protect a Meyer lemon from temperatures below 30 degrees Fahrenheit by taking it indoors, and make sure that it always has at least 10 feet of space for growing and air circulation. Plant Meyer lemons in quick-draining soil mixed with compost in order to give them adequate drainage and nutrition.
- 2). Check the Meyer lemon's growing situation. If the wine barrel is too small for the tree, or doesn't offer adequate drainage, the tree will fail. If the Meyer lemon has been in the wine barrel for several years, move it to a 30-gallon or larger pot. Use a pot with a drainage hole in the bottom, and use a mixture of half quick-draining soil and half organic compost for planting. With more room for its roots, the Meyer lemon should resume its growth.
- 3). Increase the Meyer lemon's level of care to increase its chances of growing and blooming. Water Meyer lemons with 2 inches to 3 inches of water every week, and feed them three times a year with nitrogen and potash-heavy fertilizers. Feed lemon trees in fall, winter and spring for spring growth and blooming.
