- 1). Measure around the child's waist and add 1 inch.
- 2). Cut a piece of elastic that matches the measurement in Step 1.
- 3). Knot the elastic together at the ends, creating a ring of elastic. This skirt is worn by stepping into the elastic ring.
- 4). Cut strips of tulle that are 4-inches wide and twice as long as you want the skirt.
- 5). Knot the strip of tulle to the elastic so the two loose ends fall to roughly even lengths.
- 6). Attach all the other strips of tulle as in Step 5 until the elastic is completely covered. The more tulle strips you use, the more puffy the skirt .
- 7). Tie a bow over the knot in the elastic to cover it. While this is not necessary for the structure of the tulle skirt, it provides contrast in texture and color.
